Most voters in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) still have a weak grasp of how the parliamentary system works and how the Chief Minister is elected, according to a report by MindaNews.

The news outlet said understanding of these core political processes remains low among the broader electorate in the region. The finding comes as the BARMM prepares for its first parliamentary elections, a shift from the previous governance setup.

The report from MindaNews highlights a potential challenge for the upcoming polls: citizens may not fully understand the roles they are voting for or the mechanism that determines who leads the regional government. In a parliamentary system, voters typically elect legislators, and those legislators then select the Chief Minister, a process that differs significantly from direct gubernatorial elections.

This knowledge gap is part of a wider context of preparation for the BARMM polls. Other recent reports have detailed security and logistical efforts surrounding the vote. The Philippine National Police has deployed hundreds of officers to the region, and separate reports noted that ceasefire guidelines have been finalized between government and MILF peace mechanisms ahead of the election date.

While security forces focus on ensuring a peaceful process, the MindaNews report suggests that civic education may be just as critical. If voters do not understand the system they are participating in, the legitimacy and effectiveness of the new parliament could be undermined from the start.

Observers will be watching whether election authorities ramp up public information campaigns in the remaining days before the vote to close this knowledge gap.
